In my Middle East politics class, we went around the room and rated our “revolutionary thresholds.” In his paper titled “Now Out of Never: The Element of Surprise in the East European Revolution of 1989,” Timur Kuran defines a person’s revolutionary threshold as the point where their “external cost of joining the opposition falls below one’s internal cost of preference falsification.”
In other words, it’s when we believe it is better to publically speak up than stay quiet.
